Wowhead’s class dive says Elemental gained better leveling tools, but weaker scaling, trimmed crit talent power, and scarce spellpower gear could still hold it back.

The weird part is that the early kit looks cleaner while the core damage math gets chopped down. Faster casts and Fire Nova help the class feel alive, but if Chain Lightning needs absurd spellpower to be worth pressing, that is a rough trade for a levelling spec.

"faster casts and Fire Nova help" is doing a lot of work there. If the spec still has to downrank and beg for gear, I do not see how that is a win outside the first few levels.

Do you think the real fix is just more spellpower on quest rewards, or would that only hide the talent issues for a while? I am trying to tell whether this is a gearing problem with a bad tree on top, or the other way round.

Both, probably. More quest spellpower would at least let the level curve breathe, but the talent tree still needs something that feels like an actual payoff instead of a pile of tiny nerfs and one very moody Lava Burst.
