This looks like Blizzard doing the usual broad hotfix pass where some specs get small nudges and a few get slammed with real numbers. The PvP slow changes stood out more to me than the class buffs, because movement control always gets messy fast when one effect starts stacking too well. I like that they at least called out what was meant for dungeon play versus raid play, since vague tuning just makes people argue for weeks about what was actually intended.

The problem is they rarely stay that clear once people start abusing the strongest talents. A flat 50% here, 40% there, then suddenly every key is balanced around the hotfix of the week.

Maybe, but targeted passes are better than leaving busted interactions alive for a whole season. At least this one fixes actual bugs too, not just raw damage numbers.
