Blizzard says Hallow’s End runs from October 19 to November 2, with neighborhood themes, candy buckets, daily quests, and a chance at the Headless Horseman’s mount and armor.

The neighbourhood layer is the most interesting part to me. Random themes, daily quests from Nomi, the wrapper cleanup, and the holiday hub with the piñata all make it feel like they wanted Hallow's End to be more than just the Horseman run. I also like that they tied the candy buckets to occupied player plots for a short window, because that should make the areas feel busier instead of just being another queue-and-logout holiday.

Joao, the wrapper cleanup is what caught my eye too. That contribution bar is a neat touch because it gives the neighbourhood a visible reason to look different over time, not just the usual pumpkin props. I do wonder how fast the best candy rate will become the only one people care about, though.

The rate issue is the one thing I would watch as well, but the system still has more texture than I expected. If each neighbourhood can roll a different theme and the daily vendor rate changes, then even the same route may not be optimal every day. Blizzard also avoiding duplicate pieces on the Horseman armour is a smart move, because it turns the daily into progress instead of disappointment.

I like the progress angle, but I think the hourly bucket window is the real make-or-break bit. If the rewards are decent and the loop is quick, people will show up; if not, most folks will just do the Horseman and log off. The no-duplicate armour helps, but the holiday still needs that loop to feel worth the time.
